It is a good rule...because it protects the individual
rights of non-smokers. Although smoking is legal,
it is harmful to one's health. In places where smoking
is allowed non-smokers are harmed by second-hand
smoke. Actually, second-hand smoke has been proven
to be more harmful than smoking itself. The reason
that it is so harmful is that second-hand smoke is
unfiltered. Smokers have filters on their cigarettes.
People inhaling second-hand smoke do not have that
luxury. Many people who work in bars and restaurants
do not smoke, and are being harmed by second-hand
smoke everyday. To protect non-smokers, smoking should
not be allowed in public places. (105 words)

It is a bad rule...because smoking is legal, and should
therefore be allowed in public places. Smokers should
not be made to feel like outcasts of society. Banning
smoking in public places and office buildings makes them
feel as though they were doing something wrong. In fact,
they are not doing anything wrong, as it is a legal activity.
Instead there should be designated no smoking areas in
all public places and office buildings. This allows both
smokers and non-smokers to enjoy their time as it suits
them. As long as smoking remains a legal activity there
should be public places for smokers to smoke. (105 words)
